The second expansion is expected to take about 18 months and remains on schedule to open during the second half of 2027, according to Red Rock Resorts president Scott Kreeger.

The latest project will add more than 275,000 square feet to the north side of the resort. The expanded casino floor will include 400 additional slot machines, while new entertainment options will include a 36-lane bowling facility and luxury movie theaters.

One of the largest additions will be Moonshine Flats, a country-western bar and entertainment venue. The two-story facility will cover about 29,000 square feet.

According to the court’s statement, the judges rejected challenges from gaming hall operators and said the city’s public decision was legally sound. 

The ruling preserved a revenue measure the city says was designed to bring in up to €1 million according to the court’s own summary.

Andreas Braun, owner of four arcades in Wiesbaden, filed an objection and constitutional complaint against the tax rate in April last year according to local reporting. He argued that the tax rise had provided a ‘strangling’ effect to business and that it consumed operator profits.

“The regulatory failures are unhelpful but perhaps the sheer number and regularity of them has made them less remarkable, such that they become ‘wallpaper’,” Waugh says.

He argues that some lawyers and licensees believe the Commission’s presentation of cases is detached from the operational reality but feel they have little option other than to accept the “regulator’s truth” when settling.

“The Commission’s approach to reporting may well create the inaccurate impression that the industry is inherently non-compliant,” he adds. A more balanced account might place failures alongside the majority of licensees that pass assessments or lead on customer wellbeing, although Waugh considers such a shift unlikely.
